Governor Kaine signed all Virginia AFL-CIO supported legislation that passed the General Assembly.

The Governor also attempted to amend H.B. 1502 to re-instate language to direct the University of Virginia, William & Mary and Virginia Tech to meet with employee groups. The Republicans in the House of Delegates rejected the amendments.
